How To Amend The Constitution
In order to propose an amendment a 2/3rds vote must come from congress (both houses), OR 2/3rds of all the states must request a constitutional convention.
Now in order to ratify, or make valid, an amendment, 3/4ths of the states must approve of the change. However, congress can set a time limit on the ratification process.
